I think the issue is at what point does the interference stop. My


understanding is it's when he hits the bag. Otherwise, it would always be a judgement call on when the interference ends.

Since he had not yet hit the bag, it's interference. The rues can't anticipate every possible scenario, so in my view, it was a good call.

If he was trying to beat a throw from the infield, having his foot "over the bag" wouldn't make him safe.
